Kualitas Pelayanan Kesehatan pada Ibu dan Anak sebagai Penerima Manfaat UHC: Literatur Review
Abstract
Kehadiran UHC dapat meningkatkan kualitas layanan kesehatan dengan memberikan pemerataan dalam akses ke layanan kesehatan dan juga mencegah kerugian finansial bagi penerima UHC. Studi ini bertujuan untuk menilai manfaat UHC bagi ibu dan anak dalam mendapatkan pelayanan kesehatan. Tinjauan pustaka ini menggunakan 8 artikel yang telah disaring dari 373 artikel dari database Pubmed, ProQuest, Google Scholar, CINAHL, Portal Garuda dan data sekunder dari tahun 2010-2020. Hasil penelitian menunjukkan bahwa UHC telah diterapkan di 183 negara dan terungkap bahwa UHC memperkuat kualitas pelayanan kesehatan di negara-negara tersebut, termasuk Indonesia melalui program jaminan kesehatan nasional (JKN). Di Indonesia, implementasi JKN diterapkan melalui BPJS dan Ina-CBGs serta bekerjasama dengan seluruh rumah sakit, termasuk rumah sakit ibu dan anak sebagai fasilitas kesehatan tingkat lanjutan. BPJS dan Ina-CBGs dilaksanakan melalui clinical pathway untuk pengendalian kualitas dan biaya di rumah sakit ibu dan anak. UHC khususnya JKN melalui penerapan Ina-CBGs dan clinical pathways terbukti mempengaruhi kualitas pelayanan kesehatan sehingga bermanfaat pada ibu dan anak sebegai penerima manfaat UHC.
